Project cost, funding and repayments

A project budget shows the planned cost. Cash contributions and borrowing explain how it is funded. Annual loan repayments include principal and interest. The full project budget is not added again to the spending line.

Existing loans

The blue portions of the bars show payments on these three loans. These records show scheduled loan payments. They do not confirm the original project budgets or the Town’s original cash contributions.

Project estimate: $10,439,000 current project budget + $1,275,000 of planned project outlays = $11,714,000. Current budget does not mean money already spent.

The loan schedule combines $2,110,000 of borrowing in the current project budget with $1,275,000 of future borrowing. It is not $3,385,000 of extra construction spending.

The project funding table does not clearly label its sources, so a separate Town cash contribution cannot be identified.

The plan excludes $600,000 for solar and electric-vehicle infrastructure. It lists another $35,000 a year for utilities and maintenance from FY2029 through FY2033, outside this project estimate.

Project estimate: $1,050,000 current project budget + $8,950,000 of planned project outlays = $10,000,000. Current budget does not mean money already spent.

The $8,650,000 planned for FY2028 is one year’s project spending, not the full project estimate.

The plan includes $1,050,000 of General Fund funding in the current project budget, plus $300,000 in FY2027 and $300,000 in FY2028. These are planned funding amounts; the current-budget amount has no payment date.

Another $15,000 a year for utilities is listed for FY2029–FY2033, outside this project estimate. Full staffing and maintenance costs are not established.

Sources & how to read this

Project funding. Project costs and cash contributions come from the Town’s FY2027–FY2033 Capital Improvements Plan preserved in Cryer v52. Project estimates combine the current project budget and planned project outlays through FY2033, excluding identified running costs. They are not complete lifetime costs. Current project budgets are budget amounts, not proof of money already spent. Borrowing and repayments follow the debt schedule except where a card identifies a capital-plan figure. Project running costs are separate and are not fully specified for every project.

Payment schedule. Payments come from the Town-supplied Debt Service Projections.xlsx, preserved in the Cryer v52 model. The Debt sheet lists annual payments; Projected Assumptions gives the planned loan amounts, interest rates and terms. The eight loans add up to the totals shown for each year.

Years and timing. This page shows loan payments for FY2027–FY2048. The outlook chart ends at FY2039. FY2025 and FY2026 are shown only as totals in that chart because loan-by-loan details are not supplied for those years. Existing loans began before this schedule starts. Their year counts show the remaining payment schedule from FY2027, not their original loan terms. A first payment year is different from a construction start year.

Existing and future loans. The Town’s schedule separates loans already taken out from planned borrowing. This page uses those same two groups and includes only the eight loans in that schedule. “Last scheduled payment” is the last year with a payment in the supplied schedule. A zero means no payment is shown for that loan in the selected year.

Project amounts. Rail Station borrowing combines $2.1M from the current project budget and $1.3M from future planned borrowing. The Ladder Truck capital plan shows $2.6M of project spending and describes $2.0M of borrowing; the loan schedule assumes $2.4M of borrowing. That difference still needs clarification. Payments here follow the Town’s debt schedule. For existing loans, the schedule supplies project names but does not fully describe what each loan paid for.

Amounts. Payments include principal and interest together; the source does not separate them by year. Dollar amounts are not adjusted for inflation. Through FY2039, these payments are included in General Fund spending in the outlook. Later years show debt payments only; a full spending outlook after FY2039 is not shown.
